AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
